Senior managers of Evrasia Logistic, CEO Alexander Volkov, finance director Artyom Bondarenko, legal head Denis Vorotyntsev and economics director Alexei Belov were all arrested in Russia, Kommersant reported. They are suspected of helping Kazakh businessman Mukhtar Ablyazov steal up to $2.8 billion.

The dilemma the European court now faces is that of the selective application of justice. As Browne observes of Russia in his memoirs, "the problem is not the lack of laws, but their selective application. This is what creates the sense of lawlessness. While bureaucratic legalistic processes are the hallmark of Russia, you never know whether someone will turn a blind eye or whether the laws will be applied to the hilt."

The UN report, released on Tuesday, "entirely proves the problems we had pointed out," said Andrei Petrov, head of Greenpeace Russia's World Heritage programme. "Of course, due to political correctness, it's not as crushing as it might be. But we hope the authority of the UNEP will help us to fight for nature conservation from now on."
